
CartONG supports the Public Health Section (PHS) of UNHCR - now part of the Division of Resilience and Solutions (known as DRS) within UNHCR - on a number of MDC projects. Some of our main support is focused on the deployment of the SENS nutrition and WASK KAP surveys for UNHCR PHS, as well as our support on the iRHIS platform (integrated Refugee Health Information System) and on the WASH GIS portal.
Additionally, we also provide support on the implementation of other data collection tools, such as the Health Access and Utilization Survey (HAUS), the Balanced Score Card for Health Facilities (check out the dashboard here) or the Medical Referral Database Online application (MRD) which represents the online version of the currently used MRD Access Database. Here is a quick overview of the last two years of support:
HAUS
The Health Access and Utilization Surveys are usually administered to understand if refugees, especially in an urban situation, have adequate access to Health Services. Due to the pandemic, the questions on this survey were enhanced in 2020 and now also encompass questions about nutrition, Water and Sanitation habits, COVID-19-related and education-related questions, as the survey has been set up so that it can be conducted via phone. CartONG was involved in preparing this enhanced version and also coded a version for the Egypt operation which was to be administered early 2021.
BSC
In 2020, we kept on working on the Balanced Score Card dashboard. A new form assessing WASH and Energy related aspects of the health facilities being visited was conceived and introduced. The form also included questions to assess the hygiene situation in the light of the COVID-19 pandemic. New operations started participating which meant updating the location and health facilities list. The dashboard as well as the PDF converter have been adjusted to cater for this additional data.
MRD
The Medical Referral Database (MRD) Online project started to take shape in October 2019. The application represents the online version of the currently used MRD Access Database, with enhanced features and improved user experience. It is built on Symfony-Php framework and PostgreSOL Database on the backend side and on Twig, Flexbox Grid, Datatables and Chart.js on the frontend side. The project implementation was divided into 16 milestones and related sprints. In 2019, the first 5 milestones were completed, and the sixth and last one started in the second half of December and was completed during the first week of January 2020. These milestones were as follow: 1) project kickoff meeting, 2) finalization of users stories, personas and requirements, 3) set up of the development environment and the structure of the code documentation on Sphinx (also Sprint 1), 4) development of the initial design of the application (also Spring 2), 5) development of the application component related to patient creation, viewing, editing and deleting, with specifications on consent and ID details and integrating data protection recommendations, and 6) development of the application component related to the creation, viewing, editing and deleting of referral cases, with a three-step process to add all required information. Referrals are available in both the patient page and the referral list page.
In 2020, the bulk of the Medical Referral Database Application was coded, based on the user stories that were developed. Due to COVID-19, the pilots had to be postponed to 2021 but this gave the opportunity to complete all documentation, technical as well as user documentation and test all features with dummy data before the rollout planned for 2021.
