Contract type : Fixed-term contract, 12 months (CDD)
Start date : Ideally from mid-december, subject to the availability of the successful candidate.
Location : Either at the association's head office in Chambéry, with the possibility of remote working up to 3 days a week, or 100% remote working in mainland France.
Salary : Based on salary scale and experience (see more)
Other advantages : Supplementary health insurance covered at 61% by CartONG; Provident scheme covered at 100%; The possibility to work remotely from abroad a few weeks a year.

Context & missions
The Data Specialist is a member of CartONG’s Geographic Information Systems (GIS) and geographic data management department.
He/she will work in the data management team at MSF’s GIS center.
The Data Specialist will participate in strategic thinking on data management, database conceptualization and maintenance.
He/she will be responsible for understanding user requirements and implementing solutions to meet these specific needs.
He/she will study, advise on and implement processes enabling interoperability between systems.
The missions
The Data Specialist’s activities include, but are not limited to, the following:
1 – Database management
Needs/solutions analysis
- Collecting and analyzing end-user requirements, in order to define the most appropriate solutions, in liaison with the technical team.
- Assess and understand the needs of the sector, suggest the best way to manage data.
- Adopt a cross-functional response approach and work closely with technical managers on all technical issues.
Design & improvement
- In collaboration with the rest of the technical team, design and build new databases to meet project needs, and implement and adapt databases according to the existing model and processes.
- Monitor and maintain databases on servers, ensuring reproducibility where necessary.
- Participate in database input when data is available.
- Improve and systematize data collection, research and integration into databases.
- Develop scripts and model builders for better process automation and data quality control (especially on FME and FME server).
- Develop interoperability between internal and external databases, in particular with the OSM platform.
- Monitor technical watch on FME and on improving the automation of data integration.
Team support
- Provide helpdesk support to users on database-related issues.
- Provide technical support on tools deployed for partners, mostly proprietary but also open source, and training missions in the field.
2 – Documentation & technology watch
- Create documentation mainly aimed at end-users on various database-related topics (user documentation, tutorials, etc.).
- Create technical and process documentation in close collaboration with the relevant technical specialists.
- Participate in technology watch for future developments in GIS, information management (IM), Business Intelligence, data collection (MDC), etc.
- Advise partners on the evolution of these tools through monitoring activities.
3 – Support for CartONG’s associative life
- Participate in activities supporting CartONG’s associative mission whenever possible and relevant, such as get-togethers, green days, in-house training. Support volunteer projects and projects concerning the organization in general.
- Contribute to CartONG events and workshops such as GeOnG.
Profile required
Previous experience
5 years’ higher education in geomatics, geography or equivalent.
3 to 5 years in geomatics. Experience in the international solidarity sector would be a plus.
Language skills
Excellent written and spoken French and English.
Technical skills:
- Mastery of FME.
- Good knowledge of Python/Panda.
- Must: Proficiency in GIS tools, ArcGIS pro and QGIS, ESRI suite in general.
Cross-disciplinary skills:
- Demonstrate autonomy.
- Be proactive and rigorous.
- Excellent organizational skills.
- An interest in the humanitarian sector
