3-year collaboration on furthering Information Management at Solidarités International

After ten years of ad hoc collaborations between CartONGand Solidarites  International (SI), the two organizations decided to sign a Partnership Agreement to facilitate future activities in the next three years.

The agreement concerns the capacity building of SI teams on Information Management (IM), the running of studies, the provision of strategic advice and technical field support related to Information Management, as well as the development, configuration and deployment of IM tools.

In that vein, work has started at the very end of 2019 to support the Myanmar and Bangladesh field operations in the improvement of their IM practices and processes, that will continue for most of 2020 (learn more here and here).

GIS support and capacity building in Lebanon

In 2020, CartONG supported the Solidarités Lebanon mission to launch and reinforce their GIS capacity. Due to the COVID-19 pandemic, the envisaged field mission was replaced by remote support. CartONG conducted an user requirements assessment to define the best mapping products for the in-country operations. 3 types of maps were identified as a priority for the mission: i) coordination maps to display Solidarités International’s activities, ii) maps of the different refugee sites with sector dara, as well as iii) detailed maps outlining flood analysis risks.

In parallel, CartONG’s team assessed the local GIS capacity in order to tailor a GIS training course adapted to the staff’s current level in GIS. This resulted in three online GIS sessions on QGIS, data management, and mapping.

Finally, part of the support was centered on the creation of different Standard Operating Procedures in order to accompany Solidarités International’s GIS Officer in Lebanon on more methodological aspects.

In 2021, CartONG continued its support, in particular to coach Solidarités International’s GIS Officer.

This activity aimed at supporting the operation in terms of data management, by analyzing their needs, determining recommendations, and helping them build the information management system needed by the operation.

Information Management needs assessment (Solidarités International)

In 2018, CartONG conducted two challenging Information Management (IM) needs assessment missions, during which we evaluated the IM policies, processes, practices and tools implemented by the Solidarités International’s teams in response to the refugee crisis in Bangladesh as well as the Syrian crisis.

For these rapid assessments of information management needs, CartONG interviewed the key players to evaluate their expectations, fears and difficulties, and reviewed the existing documentation and processes in place for the IM tools used by the local Solidarités’ teams as well as the available IM products. As part of these missions, we also facilitated workshops and conducted a review of the key existing project documents to identify the IM needs per activity and the potential constraints related to donor requirements. The deliverables of these two needs assessments missions were a report and a list of recommendations and suggested priorities. The support provided by CartONG in the Middle East had the particularity of taking place following the launch of a new  consortium (therefore still in its infancy), and was thus mostly focused on strategic aspects; whereas the mission in Bangladesh was an opportunity to identify the capacity-building needs of the local IM team which then led to a two-week training mission on various topics such as MDC, mapping and data protection.

Mobile Data Collection remote support hotline (Solidarités)

CartONG has been supporting Solidarités International delegations since 2015 with a hotline helping operations under 24h with their conception dilemmas, their choice of tools or their MDC strategy

Soutien à Solidarités en RCA pour la création d’une base de données d’enregistrement des bénéficiaires

CartONG poursuit sa collaboration avec Solidarités International, à travers une mission de support en République Centrafricaine autour de la collecte et gestion de données d’enregistrement des bénéficiaires.

CartONG a été sollicitée pour appuyer un projet mené en consortium avec Action Contre la Faim et le Danish Refugee Council, avec une première mission sur le terrain en Août 2015.

Le principal objectif de cet appui a été la mise en place d’une base de données d’enregistrement des bénéficiaires, répondant aux attentes de ce complexe projet multisectoriel mise en œuvre via plus d’une vingtaine d’activités différentes (Sécurité Alimentaire, Eau Hygiène Assainissement, Logement et Protection) et mené sur différents axes de la RCA.

Destiné à collecter les informations d’environ 45 000 ménages, le processus de collecte de données, réalisé à partir d’une interface mobile, a été revu afin de gagner en qualité et en rapidité. De plus les fastidieuses, mais nécessaires, étapes de nettoyage et dédoublonnage des données ont été semi automatisées (grâce à une identification des redondances potentielles par pondération) afin de faciliter le travail des équipes.  Des tableaux de bord automatisés ont également été proposés dans le but de faciliter l’analyse des données et les prises de décisions afférentes.

Naturellement, cette mission de soutien technique a été accompagnée de la formation des collaborateurs concernés, notamment d’un nouvel employé ayant à charge la gestion des données.

Et en attendant la seconde mission de support (qui visera à approfondir le transfert de compétence en maitrise des technologies de collecte mobile et de gestion des données), CartONG assure une « hotline » technique pour faire en sorte que les outils restent parfaitement fonctionnels !

HQ trainings on MDC/IM/Mapping (Solidarités International)

Since 2007, CartONG have intervened 4 times from 1 to 5 days each time to train Solidarités International staff on Mobile Data Collection or Geographical Information Systems.

For instance, in 2017, we intervened at Solidarités International’s field technical coordinators’ week during one day to raise awareness on the use of Geographical Information Systems.
