From installing and maintaining their ArcGIS servers to supporting modifications to database structure and enriching the database with new layers and linking to external databases, CartONG supports UNHCR in structuring their GIS web-services - in particular their Field Information Coordination and Support Section. CartONG also participates to the discussions in how GIS should evolve in UNHCR in the future.
Here are some of the projects we have been working on:
CartONG is implementing a Map Portal for UNHCR. This portal is a repository of all pdf maps produced by UNHCR and in the future partners as well. Other mapping products such as webmaps are also available through the map portal and users can request new mapping products through the portal as well.
In 2017, the UNHCR’s Map Portal was enhanced with more advanced user management as well as the implementation of a resource center. Additionally the design and related css adjusted.
In 2018, CartONG continued to maintain the tool.
CartONG implements site mapping together with UNHCR FICCS unit by deploying a user-friendly smartphone application for data collection and maintenance and store all collected information online in versatile web maps accessible to all actors in need of it. Already covered camps are accessible in the webmap section of the map portal (maps.unhcr.org).
CartONG continuously works on improving the site mapping application. For instance, since 2017, it is possible to view camps that have been mapped in OpenStreetMap and to also open them. Also, the database model was enhanced further after assessing data set compiled by other site mapping actors to boost compatibility of the approach and enhance data interoperability. Support provided by CartONG may also involves camp mapping missions, such as the one conducted in 2017 in Nepal.
In 2018, the Site Mapping Application saw improvements oriented towards three main objectives. Firstly, the application went through an in-depth review of its user interface and design, aiming for a simpler and better user experience, as well as reaching full compliance with UNHCR Graphical Chart. Secondly, functionalities focusing on analysis and download of UNHCR’s own data were upgraded and matured. Constant debugging and improved quality control were implemented all throughout the year. The application was also set up to further integrate OpenStreetMap data. For the integration of OSM data, a pilot project focused on five refugee camps in Uganda was conducted to assess the best ways of integrating OSM data into the UNHCR database ; and an additional project focused on importing UNHCR data into OSM. Our staff worked for the United Nations High Commissioner for Refugees (UNHCR) in Uganda, doing creation and maintenance of return monitoring database, collection and compilation of GPS coordinates, production of maps, and capacity building of local staff.
This project helped ACF-US and governmental partners to set up and maintain over time the Water Information Management System of South Sudan. The solution chosen to ensure than field teams could update the information on a regular basis was Akvo Flow.
At the end of the project, an Aweil East State Water Points Functionality Map was also published.
Following the first strategy of 2013-2015, CartONG worked together with MSF Switzerland in defining the evolution of GIS in MSF-CH to support the movement for the period of 2016-2019.
