In December 2018, CartONG concluded a project to build a “data collaborative” in DRC to improve the measure of SDGs around health thanks to crowd-sourcing and in particular OpenStreetMap. This project, funded by the Global Partnership for Sustainable Development Data (GPSDD - under the UN Foundation), was led by 510/Netherland Red Cross and aimed to develop a data collaborative approach in two countries, in Malawi (510) on WASH data, and in DRC (CartONG) on health data. In the DRC, we implemented the activities in partnership with the OpenStreetMap DRC team. Our goal was rather simple: to improve the measurement, and more specifically the localization, of SDG 3.8 “Achieve universal health coverage, including financial risk protection, access to quality essential health-care services and access to safe, effective, quality and affordable essential medicines and vaccines for all” and more precisely its first target indicator on the coverage of essential health services. Here is a look back at a full year of implementation and what we managed to achieve, such as creating a prototype dashboard for measuring SDG 3.8.1. in DRC.

Following the devastating cyclone that hit south-eastern Africa and, more particularly, Mozambique, our partner MSF has deployed several units in the field to address the needs of the people living in the most affected areas. CartONG, in support to the MSF GIS Unit, has been playing a key role by producing different maps for the use of field teams. In total, 7 maps - all showing the extent of the flood - were produced and have since then been updated daily:
Additionally, CartONG has continued its effort in building efficient and user-friendly web applications for MSF. Indeed, since early 2018, CartONG has been working on developing an Agile approach focused on iterative development and improved understanding of user needs, which greatly benefit its work in support of the MSF GIS Unit. Since January 2019, future applications also undergo several phases of collaborative design with requesters, using wire framing tools to build tool mockups. The development team and future users thus work together on each web app, so as to help requesters shape their needs into tools that will genuinely be their own. We hope to show you the results of such an approach in a future newsletter this year!

Capacity building within the aid sector is one of the main objectives of CartONG since its creation, particularly in the field of Information Management (IM), which encompasses both GIS (Geographic Information System) and MDC (Mobile Data Collection). The year 2017 was marked by a major effort to scale up our training activities, particularly with one of our long-standing partners, Terre des hommes. CartONG also worked to diversify its training formats, with, for example, the deployment of its first webinars to support UNHCR field teams in May 2017. In line with this work, CartONG sought to increase the sustainability of its training portfolio in 2018 by focusing on an enhanced quality of content and the finest possible adaptation to the specific needs of each context and partner. We also paid a particular attention to creating opportunities for exchanges not only during but also after the training sessions had ended. As a result, 2018 was a year of further diversification of the training and technical support formats offered by CartONG. - - CartONG has started participating, with AFD, the United Nations University and BJKA consulting, in the scientific impact evaluation of the PRIQH2 project implemented by the Tunisian Rehabilitation and Urban Renovation Agency, bringing its expertise in GIS and spatial analysis of urban evolution to the table.
- - Our team will be supporting UNHCR on the scale-up of their WASH KAP mobile surveys to help reaching their target of deployment every year in each camp and settlement where their teams operate.
- - CartONG will host a consultancy mission in data protection in the second quarter of 2019 to help improve its practices. This initiative is funded via the FRIO programme, which is supported by the French Development Agency. We hope to be able to share documentation of interest for H2H organizations in the third quarter of 2019.
- - We will be soon publishing a lessons learned paper based on the last 5 years of MDC practices at Tdh.

MISSION AND TRAINING WORKSHOPS

"Putting the most vulnerable people back on the map" is the motto of the Missing Maps project and the objective of the 2-week mission that took place in Boassa in March 2019. This informal urban area on the outskirts of Ouagadougou is the subject of an improvement project funded by the Abbé Pierre Foundation and for which CartONG provided technical support in mapping and mobile data collection to the local NGO YAAM Solidarité. This association specializes in habitat reconstructions using local materials. The training courses on the OsmAnd application, coupled with field trips with the inhabitants of the mapped areas, enabled the identification of no less than 354 points of interest, new buildings and modifications to be added to OpenStreetMap in order to develop a more accurate map of the area. In parallel, an introduction to KoBo Toolbox allowed the YAAM team to set up a "household survey" type questionnaire, which will allow the association to have a better understanding of the habits of the neighborhood households in order to better target the activities carried out on site. The volunteers of CartONG have largely contributed to the success of this mission, thanks to the mapping work carried out before the deployment in Burkina-Faso, as well the local OSM community who provided essential support on the ground - and we warmly thank them for it.

ArcGIS services are provided by actors in any sector and thematic be it private, humanitarian or public administrations. REST Services are web services that follow a defined architecture, allowing transfer of data through the internet on one's computer. Overcoming the service limit set by default on ArcGIS Servers is of great benefit for any user and use case working with larger datasets across regions as it saves time and efforts. This is why the ArcGIS REST Service Export tool could become indispensable to data miners and mappers having to put together mapping products fast.
